Contracts Database

The CIF is committed to providing municipal waste managers with the tools and resources you need to develop functional, proper and competitive procurement documents for contracting recycling services. As part of this commitment, we have developed a contracts database and tender tool that can be used by municipal staff in developing procurement documents. The tool will help foster more consistent recycling procurement documents across the province.

These RFP support programs are identified under Waste Diversion Ontario's (WDO) best practice protocols as ‘optimization of operations’ in collections and processing by following generally accepted principals (GAP) for effective procurement and contract management.

Compliance will be measured through WDO’s annual Datacall: (Question 4[c]).

Municipal Blue Box Contracts Database Tool

The searchable contracts database consists of annotated model collection and processing RFPs that you can use for reference as you develop RFP and tender documents. You can search for specific clauses and options, or you can download and use the documents as a basis for compiling a collection and/or processing procurement document.

Recycling Services RFP Development Support

The CIF has some funds in 2012 to assist municipalities under the following conditions.

Conditions for Assistance

 

  1. That the funding is for external costs associated with the development of the procurement documents. This would include consultant costs, independent legal costs and/or seconded municipal staff costs. Regular waste management staff costs are not eligible for funding.
  2. That funding will only be provided for costs associated with blue box recycling services. If other municipal waste management services are included in the development of the procurement documents, the associated costs will not be eligible for funding.
  3. Review of/use of recycling procurement tools (i.e. CIF Contracts Database) in the development of the RFP documents
  4. That the draft documents be provided to CIF for review. The purpose of the review is to ensure that best practices in blue box recycling are incorporated in the document. These would include:
    • Clearly defined terms
    • Detailed description of service
    • Adequate background information and data
    • Detailed performance specifications
    • Separate pricing for recycling collection and processing services
    • Clear payment terms and price escalation clauses (e.g., fuel)
    • Incentives/penalties to support increasing performance
    • Opportunities for amending scope to address changing circumstances
  5. That the final RFP documents be provided to the CIF for posting on its website.
  6. A Letter of Agreement for the project will have to be signed by the municipality prior to distribution of any CIF funding.

CIF was created to help Ontario municipalities undertake best practices initiatives to improve the effectiveness and efficiency of blue box recyclingprograms.
Program funding is derived by setting aside a percentage of the fees that companies contribute to municipalities as their share of the cost of operating Ontario's blue box programs.
