Promotion and Education (P&E) is a priority project area for CIF because we know that municipal blue box programs can make measurable strides in compliance and capture rates with good, consistent and effective P&E efforts.

CIF has developed the following resources for P&E:

• Online customizable P&E materials for the multi-residential sector.
• Communications Planning/One-Stop P&E Shop for Small Programs for municipalities with populations of 30,000 or less

P&E is a fundamental best practice for the blue box program, with a requirement for programs to operate with an appropriately planned, designed, and funded P&E plan. The P&E best practice requires that programs have an up-to-date communications plan with:

• identified goals
• measurable objectives
• a program to monitor and evaluate the P&E efforts.

One-Stop P&E Shop for Small Programs

Most blue box programs do not meet this best practice.

CIF undertook a project to develop a P&E tool for staff responsible for recycling in smaller communities (defined as programs that serve less that 30,000 people).

Developing and implementing effective P&E for recycling is challenging, even for programs that have abundant economic and staff resources. This P&E resource tool enables smaller programs to develop essential blue box communications plans. As well, it provides added value with templates for communication materials and practical guidance to update and implement a plan in the best possible way for small programs.

Programs that use this resource will know that their plan will meet the best practice requirements for P&E, and that they can respond positively to the WDO Datacall question concerning P&E.

How does it work?

Please contact us to get a login password, for which we'll need your name and email. This is a password-protected ID that will enable you to create and save value-added material for your program.

The system uses your responses to develop a generic plan that you can customize and update to meet your program's needs and interests. When it's complete, you can use the communications templates to develop the materials recommended in your plan. Add your logo and basic program information to create P&E materials that you can publish to the web or print for various applications. Brochures, web copy, signage and more—virtually any basic material that you may need is available through the 'shop.'

But, it doesn't end there!

This program offers more than a plan and a gateway to materials. It offers guidance and essential information that will help you understand how the elements work together, how to anticipate and plan future changes and how to measure program achievements as they relate to your P&E.
