On December 11, 2006, the Minister of the Environment filed a regulation under the Waste Diversion Act designating Municipal Hazardous or Special Waste (MHSW). On December 12, 2006, Waste Diversion Ontario (WDO) received a letter from the Minister requesting a diversion program for MHSW. The Minister’s letter set out program requirements and the materials to be included in the first phase of the MHSW Program. The Phase 1 MHSW Program was submitted to the Minister in May 2007 and was approved by the Minister on February 19, 2008 for a July 1, 2008 commencement.
On July 22, 2008, WDO received a letter from the Minister setting out program requirements and the materials to be included in the second and third phases of the MHSW Program, to be submitted sequentially in March and August 2009. At the request of WDO, the Minister agreed to receive a Consolidated Plan incorporating revisions to Phase 1 as well as Phase 2 and 3 materials by July 31, 2009.
