On December 22, 2003, Minister Dombrowsky informed Waste Diversion Ontario (WDO) that she had approved the Blue Box Program Plan (BBPP). The Minister also requested that WDO undertake a series of new measures for the BBPP including a cost containment plan. WDO submitted a Cost Containment Plan to the Minister in July 2004. On December 30, 2004, the Minister approved WDO's cost containment recommendations and requested that the plan be implemented on an accelerated schedule. Among other activities, the Plan called for the determination of Blue Box system cost to be based on best practices in 2008.
The Municipal Industry Program Committee (MIPC) has contracted with KPMG to undertake a Recycling Program Enhancement and Best Practices Assessment Project. To view the work plan for this project click here.

The Municipal Industry Program Committee (MIPC) has been addressing the challenge of defining best practices through a series of activities including the Blue Box Program Enhancement and Best Practices Assessment Project, led by KPMG with support from RW Beck, Entec Environmental and municipal and industry secondees.
MIPC has recently received the Final Report presented in two volumes:
- Volume 1 describes the project methodology, defines 'best practices' (for the purposes of the project) and outlines fundamental, conditional and other best practices.
- Volume 2 describes the cost model
