Section 25(3) of the Waste Diversion Act stipulates that a waste diversion program developed under the Act must include an agreement between Waste Diversion Ontario and the industry funding organization with whom the program is developed in co-operation.  The program agreement governs the role of the industry funding organization in the implementation and operation of the program, and the exercise of the organization's powers under the Act.
